Can't tell you exactly what it is, but I feel 100% certain that it's not a "song" per se, but an intro (or extro) to a TV show or a newscast. I've heard enough of them over the years to recognize the pattern.

Similar to what "aflem" said, it sounds to me a lot like a bed for a station jingle or promo from the early to mid 60s.
