It wasn't really Jones' record label but Jones himself who decided against recording the song. I picked up his 2015 autobiography when he came through town on a promotional tour, where he signed my book and we had a brief chat. In the book, Jones said that when McCartney gave him the song, he listened to it and thought that "It wasn't anything special, to be honest", thus opting for Without Love for his next single.
